Job Introduction

Product & Services within AT&S is responsible for build and support of archive tools to support our production colleagues and to ensure the safe storing of the BBC’s archive. We build and support enterprise systems that enables thousands of users inside the BBC, in independent production and education partners to search, find and reuse archive content. We support the BBC’s delivery chain and ship content to all the linear Channels and iPlayer as well as supplying Creative and Access Services. We are excited about preserving and re-using the archive’s content and making it accessible for generations to come.

The Technical Project Manager will work with the business, Archives Operations teams across the regions, internal systems and operations engineering teams, Data, Stores & logistics and external suppliers to deliver one or more technology projects; delivering expected outcomes and meeting stakeholder expectations within the brief, constraints of time, cost, scope and quality. They apply the most appropriate project delivery methodology as needed to deliver a successful outcome on both standalone Projects and programmes.

The role will be in the Project Delivery team within Product & Services, reporting to the Lead Project Manager, with a particular focus on Archive Operations, inventory, reconciliation, disposal, asset vulnerability, and preservation strategy.

Main Responsibilities

Establishing appropriate project governance and maintaining project delivery momentum the Technical Project Manager ensures a project plan is in place, visible and actively communicated and understood by project team members, external/3rd party suppliers & key stakeholders within a collaborative project team environment.

Supporting the project sponsor to lead the project working group (or agreed governance) for successful project delivery incl. appropriate stakeholder representation you will apply oversight and evaluate, monitor and manage risks, issues, assumptions, dependencies and change requests, escalating those outside tolerance if appropriate. You will also support the business by ensuring change management activities are executed incl. relevant training and active engagement with users to enable effective adoption of technology and optimisation of benefits.

Providing reporting to senior stakeholders and relevant governance steering groups you will ensure controlled phase/project closure with appropriate review of performance, sharing of lessons learned, handover specifics, ongoing ownership and a planned post implementation review.

You Will Have

  • Delivery knowledge and practice - known for knowledge and experience of delivery practices. Can identify and apply the right tools for the job. Specialist in one or both of the following areas Agile, Waterfall. Known for delivery in ambiguous, fast-changing and complex environments.
  • Planning - Ability to define and articulate a clear project scope, including resource, timescales and deliverables. You ensure that there is a plan to work towards that is well understood by the team, and deliverables are defined against clearly articulated outcomes. You actively communicate plans, planning assumptions and progress to a range of stakeholders. You ensure that teams plan appropriately for the required timescales and that the project is appropriately resourced with people and budget.
  • Delivery focussed - is able to work at pace to deliver agreed outcomes, identifying solutions to barriers and blockers as they arise.
  • Maintaining delivery momentum - you can facilitate delivery, managing the pace and cadence required by the project. You can actively address internal and external risks, issues and dependencies including where ownership exists outside the team. You can solve issues and unblock problems. You know how to drive teams and set the pace, ensuring teams are working towards defined outcomes.
  • Making the process work - you focus on the outcomes and benefits. You can influence and make positive changes to your team. You proactively challenge and seek to improve processes that impact pace and quality of delivery. You can identify what works best for the team and when to utilise certain processes. You understand that all steps in a process must add value.
  • Communication skills - you can communicate effectively with technical and business stakeholders. You can manage stakeholders’ expectations and be flexible. You are capable of proactive and reactive communication. You can facilitate difficult discussions within the team or with diverse senior stakeholders.
  • Understanding of the BBC’s enterprise IT environment and the opportunities and challenges for change; wide understanding of external market dynamics and changes in the Broadcast and Archives industries, and/or excellent understanding of the BBC’s production and archive workflows and systems and the opportunities and challenges involved in transforming these.
  • Commercial management - you can act as the point of contact for contracted suppliers. You understand appropriate internal contacts and processes (e.g. procurement) within the BBC. You can manage suppliers to deliver successful outcomes and ensure value for money.
  • Financial management - you can manage budget(s) within the constraints of the project. You know how to monitor projected budgets against expenditure.
  • Team dynamics and collaboration - you know how to bring people together to form a motivated team. You can help to create the right environment for a team to work in and can empower them to deliver. You can recognise and deal with issues. You can facilitate the best team make-up depending on the situation. You ensure teams are collaborative and communicating effectively with each other. You foster an open, collaborative and inclusive working culture.
  • Demonstrable professional development with a recognised project management qualification or equal experience (e.g. PRINCE2, APM PMQ, Agile certification).
