Job Description

The Commercial Manager - ORCs is responsible for the effective management of revenue from Other Regulated Charges (“ORCs”), representing a crucial income source for Heathrow amounting to £240 million per annum. The role entails determining, implementing, and governing charges related to services and facilities provided to airlines, retailers, and other B2B airport users. This position offers significant exposure to Heathrow’s operations, including Baggage systems and the PRM proposition, as well as interactions with senior colleagues within Heathrow and external stakeholders such as airlines and customers.

Key responsibilities include managing the annual pricing determination process, collaborating with various teams and departments to communicate, obtain, and critically analyse and model datasets to ensure accurate recovery of ORC revenue. Additionally, the role involves overseeing governance processes associated with these charges within a complex regulatory framework and engaging in challenging discussions with stakeholders to ensure compliance with Heathrow's H7 licence obligations.

Your role will involve

  • Owning the charging determination process from start to finish including collaborating cross-functionally, leading workshops, processing, and modelling data, and setting and publishing the charges.
  • Managing the governance process that ensure Heathrow remains transparent about any changes to charges, complying with its H7 licence obligations, including understanding, and reviewing monthly trackers.
  • Producing presentations, communicating with senior airline and non-airline customers and acting as secretariat for the documentation of meeting minutes and actions.
  • Identifying new ways and working with internal stakeholders to implement them to ensure more efficient settlement of ORC revenue.
  • Supporting the ongoing review of the structure of ORCs, proactively identifying and owning opportunities to deliver improved outcomes.


These Skills Are Essential

  • Strong data analytical skills and be able to tell story behind numbers, including knowledge of cost/pricing models.
  • Articulate with excellent writing, presentation, and data visualisation skills.
  • Comfortable in managing complex stakeholders (internal and external), building consensus, and securing buy-in for improved ways of working.
  • Understanding of working within a regulatory business model.
  • Knowledge of Heathrow’s operations and key stakeholders.

Working Location

Our Hybrid working approach offers the opportunity for colleagues in some roles to work from home for an average of two days a week, providing the flexibility to work in an agile way whilst ensuring we deliver for the operational needs of Heathrow . Working arrangements vary from team to team and will be confirmed during the recruitment process. You’ll need to be based in the UK and within a commutable distance to Heathrow.
