PURPOSE OF THE ROLE

To continue to grow and serve our global audiences, the BBC News Business & Operations team delivers global business services to ensure that BBC News is efficient, effective and well-run.

The Director of Governance, Risk and Compliance is a senior leader within the Business and Operations team in BBC News, reporting directly to the Chief Operating Officer. This role is responsible for ensuring that BBC News adheres to legal and regulatory requirements; manages risk and compliance effectively; and maintains strong corporate governance practices across the division.

WHY JOIN THE TEAM

Working with colleagues in the BBC’s corporate functions, the Director of Governance, Risk, and Compliance will be responsible for developing, implementing, and overseeing the governance, risk management, and compliance strategies for the BBC News and Current Affairs division. This role ensures that the division operates within the law; adheres to internal policies and external regulations; and works with colleagues across the division to proactively identify and mitigate risks that could impact business objectives.

Requirements

The role holder will lead a team to support the delivery of effective risk management; ensure compliance with the necessary legal and regulatory requirements; and implement strong governance across BBC News’ operations in the UK and around the world:

  • In the UK, the role holder will ensure that BBC News complies with the necessary regulatory requirements established by Ofcom and other regulatory bodies, as well as meeting all other necessary requirements as set out in the Corporation’s Royal Charter and Framework Agreement, including those requirements set by the BBC Board.
  • Outside of the UK, working with colleagues in each of the six global regional HQs across the world, the role holder will be responsible for ensuring compliance with global regulatory and legal standards to ensure that BBC News appropriately adheres to requirements across all regions of the world where we operate.
  • More broadly, the role will also be responsible for ensuring strong and effective governance of the News and Current Affairs Division.

The role holder will work very closely with their senior leader colleagues within the Business and Operations teams who are responsible for leading teams in the UK and globally that support editorial teams and deliver operational support. The role holder will provide the frameworks, expertise and insights to support the International and Divisional Directors in managing risks and provide the processes and oversight for appropriate risk management.

The role will also work closely with corporate colleagues responsible for governance, risk, and compliance functions across the BBC, including the corporate functions and other divisions.

Your Key Responsibilities And Impact

This role will help BBC News achieve its goals, in line with the Corporation’s ‘Value for All’ strategy. As a Senior Leader in the BBC the postholder is expected to set high standards, act professionally and with integrity and prioritise the best outcomes for the organisation as a whole.

They’ll be collegiate in their approach and work with the wider leadership team within BBC News, the Business and Operations department, and beyond.

They will demonstrate the BBC’s Values in all that they do.

Specific Job Responsibilities

  • Oversee the day-to-day monitoring of risks including leading the divisional risk management programme, and work with colleagues across the division to implement the programme.
  • Identifying and assessing the material operational, compliance and reputational risks across BBC News operations in UK and Internationally, establishing and implementing appropriate controls and leading remediation, where necessary.
  • Ensure BBC News compliance with all applicable laws, regulations, and standards.
  • Implement the corporate governance frameworks and policies for BBC News and ensure compliance with them, ensuring that the division operates ethically, efficiently and sustainably.
  • Leads in fostering a positive and proactive risk culture across News including behaviours related to awareness, transparency and risk taking.
  • Oversee and lead BBC News engagement with any audits, assurance reports and/or investigations.
  • Overseeing the division’s performance reporting against governance, risk and compliance objectives.
  • Manage regulatory reporting and liaison with relevant internal and external departments and bodies.
  • Support the Business and Operations directors to ensure that governance, risk and compliance objectives are delivered within the UK and globally.
  • Oversee the Company Secretary function for BBC News.
  • Leading division-wide projects and initiatives, working collaboratively with other specialist functions within BBC News and the wider organisation.
  • Ensuring standardisation of processes and procedures across the News business within functional area of expertise, ensuring effective implementation of governance. Engaging with the BBC corporate functions to ensure solid business and operational practices in line with corporate direction, working closely to continuously improve and streamline key business processes.
  • Overseeing the division’s internal compliance and reporting requirements, working with relevant teams, to support sustainability and mandatory training targets.
  • Adapting to change in business requirements and ensuring service delivery remains fit for purpose, leading relevant change and development plans as required.
  • Coaching colleagues and stakeholders through governance, risk and compliance issues and solutions, to ensure full understanding and embedding of learning across teams.

Essential Criteria

YOUR SKILLS AND EXPERIENCE

The ideal candidate will demonstrate the following key skills and experience:

  • Demonstrable experience working in governance, risk and compliance in a highly complex, fast-changing and/or decentralised organisation.
  • Demonstrably strong communication and influencing skills.
  • Experience in setting a clear vision ensuring consistent compliance and strengthening operational oversight and working with senior (Board-level) stakeholders).
  • Experience working in a regulated environment and experience of dealing with regulatory and/or industry bodies.
  • Experience of having developed and implemented a clear strategy and comprehensive framework for compliant business operations and effective governance.
  • Expertise in ensuring organisational compliance with internal policies and external regulations.
  • Experience of transforming global ways of working and developing governance, risk and/or compliance capabilities within an organisation.
  • A proven understanding of how strong governance and risk management enable better, faster decision-making and protects corporate reputation.
  • Ability to strengthen ownership of governance, risk and compliance functions and ensure consistent delivery across the business.
  • Knowledge of UK and international corporate governance and experience in ensuring compliance with corporate governance principles.

Optional Criteria

  • Experience working in a creative or journalism-based organisation.
