Job Summary
Working in the Infrastructure Funding team led by Director, Pauline Schaffer, the Assistant Director of Infrastructure Grant Transactions will play an important role in working with our partners to provide grant intervention for the delivery of critical infrastructure that will unlock new homes. The Grant Transactions team of 20 people make up c. a third of the overall Infrastructure Funding team.
The role involves leading, coaching and mentoring the national transactions team who are involved in structuring opportunities, technical due diligence work of projects and transacting Grant Funding Agreements (GFAs). You will be a key member of the Infrastructure Funding senior leadership team, supporting the Director to deliver a clear mission, achieving clear strategic objectives and business plan targets, whilst promoting the Homes England values.
Job Description
You will lead stakeholder engagement with key external stakeholders at a senior level including Local Authorities, MHCLG and developers. This will also include internal stakeholder relationships, particularly with the Markets, Partners and Places (MPP), Land & Development Directorates to review opportunities, constructively checking and challenging proposals in order to establish a pipeline of suitable projects.
Pauline believes in delivering a first-class customer service, taking an innovative and creative approach whilst working in a collaborative and flexible way to foster good decision making and problem solving within her team. You will work closely with and line manage the three Heads of Transactions (two in post and one under recruitment) to achieve the Infrastructure Grants Transactions team business plan objectives.
The role will involve regular national travel to visit sites/meet with project partners as well as spending time with team members in the different Homes England’s offices where they are based and regular face to face meetings with the Director of Infrastructure Funding, mainly in London.
This is a rare chance to be involved with the delivery of a variety of infrastructure and housing projects in a national organisation with real social purpose and a strong strategic plan. Working with key stakeholders and a professional team you will ensure efficient, consistent and effective resolution of complex contractual and delivery issues and have the opportunity to help create new communities.

Person specification
As part of the day job, you will be used to working in a fast paced environment, "spinning several plates" at once and will always be looking for ways to improve and innovate.
You will be able to evidence strong experience of building and leading teams to drive demanding business plan targets. You will have significant experience of structuring property development transactions using a variety of delivery funding models in both an infrastructure, development and housing environment. You will have a proven track record of working with local and central government bodies, managing stakeholder relationships at very senior levels. You will be comfortable operating in a political and pressured environment.
Technically, it is essential you have experience of structuring, contracting and negotiating large investment deals and maintaining capital budgets. You will be experienced in reviewing, analysing and critiquing financial viability appraisals and delivery programmes through working in infrastructure delivery, mixed use development and/or housing development. You will use your commercial knowledge and focus to ensure delivery of the housing and associated project outputs that form a key element of the team’s objectives and business plan targets.
You will bring experience of different delivery models and funding structures in a development environment (housing, regeneration, mixed use) and your knowledge and approach of risk management & business administration will be key to successful delivery.
You will be comfortable leading and supporting the team with complex transacting queries, aiming to deliver a cohesive mission for the team by using your strong leadership and technical skills. You will be a team player with strong leadership and technical skills, able to share knowledge and expertise with the team, supporting staff through a period of change and transition within Homes England, as well as with more challenging partner relationships and complex projects.
You will be proficient in identifying areas for continual improvement. You will have significant experience in report writing for both internal and external purposes.
