Are you an experienced project and programme management professional passionate about driving meaningful change? The Office of the Deputy Governor is seeking a dynamic PPM specialist to help strengthen delivery excellence across the Cayman Islands Civil Service.

As part of the Strategic Reforms Implementation Unit (SRIU), you will play a key role in advancing the unit’s evolution into a Centre of Excellence for project and programme management. You will lead the development of best-practice methodologies, provide expert coaching and advisory support, and help improve governance, risk management, and strategic delivery across ministries and departments.

Key Responsibilities

  • Develop and embed Agile, Waterfall, and hybrid PPM frameworks and standards.
  • Provide training, mentoring, and hands-on support to project and programme managers.
  • Strengthen governance, benefits realisation, and continuous improvement practices.
  • Support strategic alignment and successful delivery of government initiatives.

What We’re Looking For

Candidates should possess:

  • A Bachelor’s degree in a related field with at least 5 years’ relevant experience, or 10 years’ equivalent PPM experience.
  • Advanced certifications such as PMP, PRINCE2 Project Management, Prince2 Programme Management (MSP), AgilePM, ScrumMaster, or equivalent.
  • Experience in governance, risk management, change management, and portfolio reporting.
  • Strong communication, stakeholder engagement, coaching, and leadership skills.
  • Proficiency in tools such as MS Project, JIRA, Trello, and MS Teams.
