Head of Facilities Management & Compliance

Based in London, hybrid working

Inside IR35

Length: 5 months

This is a strategic leadership role responsible for ensuring the diverse property portfolio is safe, compliant, efficient and fit for the future. You'll lead the delivery of both Hard and Soft Facilities Management services across the Council's corporate, education and community estate, while shaping the long-term direction of the asset management and compliance programmes.

Managing a budget of approximately £5 million, you'll oversee a large, multi-disciplinary workforce alongside high-value outsourced contracts, driving service excellence, statutory compliance and value for money.

Key Responsibilities:

  • Act as the Council's lead professional for statutory building compliance, ensuring the estate meets all legal obligations relating to fire safety, asbestos, water hygiene, lifts, electrical safety and other statutory requirements
  • Provide strategic leadership for Facilities Management services across the Council, including both Hard FM and Soft FM operations
  • Lead a hybrid delivery model, managing significant outsourced contracts alongside in-house Cleaning, Security and Catering services
  • Support the development of long-term asset management, lifecycle replacement and capital maintenance strategies
  • Provide expert technical advice to senior leaders, elected Members and key stakeholders on property compliance and operational resilience
  • Lead, develop and motivate a large, diverse workforce, creating a culture of safety, accountability and high performance
  • Ensure effective financial management of significant operational budgets while delivering best value for residents

Key Requirements:

  • A degree in Facilities Management, Building Surveying or a related technical discipline
  • Professional membership of IWFM and IOSH (or equivalent)
  • Significant experience leading statutory compliance across a complex property portfolio
  • A proven track record of leading large-scale Hard and Soft FM services, including both in-house teams and outsourced contracts
  • Experience of decarbonisation programmes, CAFM systems, BIM integration and modern asset management approaches would be advantageous
