The Project QS will join this expanding ecosystem as Gemonarch launches its own construction arm to support its pipeline of London-focused residential developments.
Role Overview
We are seeking a Project Quantity Surveyor who will take full commercial responsibility for commercial and administrative matters on residential construction projects. The role covers cost planning, procurement, contract administration, valuations, and financial control from pre-construction through to final account. The successful candidate will work as a key member in the construction arm to ensure projects are delivered within approved budgets, with robust commercial governance and proactive management of main contractors and subcontractors. The successful candidate will also have an active role at a strategic level in the expansion of Gemonarch’s construction division.
The role will predominantly be site based with regular reporting at our head office in Central London.
Key Responsibilities
1. Cost Planning & Budget Management
- Prepare and maintain detailed project cost plans and budgets.
- Benchmark costs and provide early-stage commercial input during design development.
- Provide initial cost estimates to assist with asset underwriting.
- Monitor expenditure against budget, forecasting cost-to-complete and identifying variances.
- Provide monthly commercial reports to the Project Director.
2. Procurement & Contract Administration
- Manage procurement of main contractors and subcontractors, including tendering, analysis, negotiation, and recommendation.
- Draft and administer contracts, ensuring compliance with Gemonarch Developments’ commercial standards.
- Maintain procurement schedules and ensure timely appointment of all packages.
3. Valuations & Payment Control
- Assess and certify monthly valuations for main contractors and subcontractors.
- Validate progress on site against claims, ensuring accuracy and value for money.
- Manage payment notices, pay-less notices, and ensure compliance with contractual and statutory requirements.
4. Change Control & Risk Management
- Track and evaluate variations, ensuring robust change control procedures.
- Assess commercial risks and opportunities, advising the Development Director on mitigation strategies.
- Maintain a live risk register and commercial tracker.
5. Financial Reporting & Final Accounts
- Produce monthly CVRs (Cost Value Reconciliations) and cashflow forecasts.
- Lead negotiation and agreement of final accounts with contractors and suppliers.
- Ensure all commercial documentation is complete, accurate, and auditable.
6. Stakeholder & Project Team Coordination
- Work closely with the Development Director, Project Managers, Designers, and external consultants.
- Provide commercial insight during project meetings and design reviews.
- Support the wider development team with procurement strategy, programme impacts, and value engineering.
Required Skills & Experience
- Minimum 5+ years’ experience as a Project Quantity Surveyor or Commercial Manager within residential or mixed-use construction at main contractor or Developers.
- Strong understanding of JCT contracts and UK construction procurement.
- Proven track record of managing budgets £10m+.
- Excellent negotiation, analytical, and financial reporting skills.
- Ability to manage multiple projects concurrently.
- Strong communication skills and confidence dealing with contractors and consultants.
- Proficiency with cost management software and Microsoft Excel.
Qualifications
- Degree in Quantity Surveying, Commercial Management, or related discipline.
- RICS accreditation (desirable but not essential).
