About the Team

The Banking and Resolution Strategy (BARS) team sits at the heart of HM Treasury's work to maintain a resilient, competitive and innovative financial services sector. We are responsible for developing policy on banking regulation, bank resolution, ring-fencing, prudential reform and financial stability, working closely with Ministers, the Bank of England, regulators and industry partners.

This is an exciting opportunity to lead a high-profile team shaping the future of UK financial services regulation and ensuring the UK's framework continues to protect taxpayers, support consumers and maintain the UK's position as a leading global financial centre.

About the Job

This is an exceptional opportunity to lead HM Treasury's Banking and Resolution Strategy (BARS) team, overseeing a high-profile portfolio covering banking regulation, bank resolution, ring-fencing and prudential reform.

You will lead a team of around 20 colleagues, advise Ministers and senior officials on complex financial sector issues, and work closely with key partners including the Bank of England, FCA, Financial Services Compensation Scheme, UKAR and UK Government Investments.

Key responsibilities include:

  • Leading HM Treasury's work on banking regulation, bank resolution and ring-fencing policy.
  • Delivering major financial services reforms, including prudential regulation and Basel 3.1 implementation.
  • Providing strategic advice to Ministers and senior leaders on complex regulatory issues.
  • Building influential relationships across government, regulators and industry.
  • Leading and developing a high-performing team while driving delivery across a demanding policy portfolio.
  • Ensuring effective stewardship of HM Treasury's residual UKAR liabilities and associated risks.

About You

We're looking for an experienced and inspiring leader with strong expertise in financial services regulation and a proven track record of delivering complex policy reform.

You will bring:

  • Deep knowledge of the financial sector, particularly banking regulation and its legislative framework.
  • Experience leading policy development across complex and strategically important issues.
  • Outstanding leadership skills, with a track record of building and developing high-performing teams.
  • The ability to influence senior stakeholders and communicate complex technical issues clearly and effectively.
  • Strong relationship-building skills and experience working collaboratively across government, regulators and industry.

Qualifications

A degree in economics, finance, central banking or a related discipline, or equivalent experience in financial sector regulation.
