Strategic Finance Transformation & Performance Manager

We are supporting a large local authority in the appointment of a Strategic Finance Transformation & Performance Manager. This is a key role within Corporate Finance, providing strategic financial expertise and leading improvements across financial management, systems and processes.

The successful candidate will lead the Finance Service’s continuous improvement agenda, supporting the development of a modern and effective finance function. This will include driving improvements to financial processes, promoting greater use of technology and automation, supporting the implementation of an ERP system and developing consistent approaches to budget monitoring, forecasting, financial modelling and financial controls.

You will also work closely with Finance Business Partners and senior stakeholders, providing high-quality financial analysis, modelling and advice to support decision-making. A key part of the role will be developing financial management resources and delivering training to senior managers and budget holders, helping to strengthen financial capability and controls across the organisation.

This is an excellent opportunity for a qualified accountant (CCAB/CIMA or equivalent) with substantial experience of strategic finance, transformation and continuous improvement within a large and complex organisation. You will need strong analytical and communication skills, experience of influencing senior stakeholders and the ability to navigate a complex, politically sensitive environment.

Hybrid working is offered, with an expectation of one day per week in the office.

The role has shared responsibility for influencing a significant Council budget, including approximately £1bn of revenue expenditure and £500m of capital investment, making this an important opportunity for an experienced local government finance professional.

Key requirements:

  • CCAB/CIMA qualified accountant or equivalent.
  • Significant experience providing strategic financial advice to senior stakeholders.
  • Experience leading financial transformation, continuous improvement or process optimisation.
  • Strong understanding of local government finance, financial legislation and best practice.
  • Strong financial modelling, analysis, forecasting and business partnering skills.
  • Excellent communication and influencing skills.
  • Advanced Excel and financial systems/reporting capability.
  • Experience operating effectively within a complex and politically sensitive environment.
