Our client is seeking a Streetworks Inspector to support highways operations on a contract basis. The role involves inspecting utility and contractor works, ensuring compliance with the New Roads and Street Works Act (NRSWA), permit conditions, traffic management requirements and local authority standards.



Key Responsibilities:

  • Inspect road and pavement works undertaken by water, gas, electricity and telecommunications utilities, as well as highways contractors.
  • Check compliance with NRSWA, the Traffic Management Act, permit conditions and approved traffic management proposals.
  • Monitor site safety, including signage, barriers, pedestrian routes and traffic management measures.
  • Assess reinstatements to ensure roads and footways have been properly repaired following excavations.
  • Record defects and non-compliance, issuing inspection reports, notices and corrective action requirements where necessary.
  • Investigate complaints relating to roadworks, traffic management and highway occupation.
  • Liaise with utility companies, contractors, highways teams and members of the public.
  • Use GIS, street works management systems and inspection software to record findings and manage permits.


Additional Duties:

  • Support enforcement activity, including Fixed Penalty Notice processes, in accordance with NRSWA and permit scheme requirements.
  • Escalate non-compliance issues and monitor corrective actions through to resolution.
  • Support the assessment and approval of Temporary Traffic Regulation Orders, Temporary Traffic Notices, road closures, special events and filming activities.
  • Assist with the coordination of major highways projects and utility schemes.


Job Requirements:

  • NRSWA Street Works Supervisor accreditation.
  • Lantra Sector 12D qualification.
  • Experience in highway inspection, street works, civil engineering, utilities or local government.
  • Knowledge of highway and street works legislation, permit schemes and highway regulations.
  • Understanding of health and safety requirements and temporary traffic management.
  • Strong attention to detail, with the ability to identify defects and assess reinstatement quality.
  • Good communication, negotiation, report writing and IT skills.
  • Ability to work independently outdoors in all weather conditions, with a full UK driving licence.
