Our client is seeking an experienced Contracts Manager to support the procurement, mobilisation, and delivery of major outsourced contracts across highways and environmental services.

This is a fantastic opportunity to join a high-profile programme at a critical stage, supporting the procurement of a new highways contract while also contributing to wider environmental and leisure-related contracts. The role offers the potential for a longer-term assignment beyond the initial procurement phase, including contract mobilisation and ongoing contract management.



Key Responsibilities

  • Lead and support the procurement and delivery of major highways and environmental service contracts.
  • Manage procurement activities, tender preparation, and contract implementation processes.
  • Work closely with consultants responsible for technical specifications, schedules, and procurement documentation.
  • Support the transition from procurement through to mobilisation and operational delivery.
  • Manage stakeholder relationships throughout the procurement and contract life-cycle.
  • Oversee contract delivery, ensuring objectives, milestones, and performance standards are achieved.
  • Support future procurement and contract management activities across additional service areas, including leisure services.
  • Work alongside internal teams, consultants, and external providers to ensure successful service delivery.
  • Contribute to strategic planning relating to long-term contract arrangements and service improvements.


About You

  • Strong background in procurement and contract management.
  • Experience delivering or managing highways, environmental, infrastructure, or public sector service contracts.
  • Understanding of procurement regulations, tender processes, and contract mobilisation.
  • Experience working with consultants, contractors, and key stakeholders.
  • Ability to manage multiple work-streams and deliver projects to tight deadlines.
  • Strong commercial awareness and contract management experience.
  • Excellent communication and stakeholder management skills.

  • Highways contract procurement and management.
  • Street lighting contracts.
  • Environmental services.
  • Leisure contract procurement or management.
  • Local authority or public sector contracting environments.

This role would suit a Contracts Manager, Procurement Manager, Project Manager, Commercial Manager, or similar professional with experience managing complex public sector contracts and procurement.
