Early Help Review Specialist - NPE - OUTSIDE IR35

Description:

The purpose of the project is to undertake a comprehensive review of Early Help Services which includes Youth Services in Harrow providing recommendations to re-shape the service in light of the shift in statutory services required through the Family First Reforms; SEND Reforms; National Youth Strategy; NHS Reforms i.e. 10 Year Plan and Integrated Neighbourhood Teams.

Deliverables/milestones

Project Initiation and Review Framework Completed: Establish project governance, stakeholder map, engagement plan, review methodology, data requirements, and reporting framework. Secure agreement from Strategic Director and Transformation Governance Board.

Needs Analysis and Baseline Assessment Completed: Complete analysis of JSNA data, SEND demand, Children's Social Care contacts/referrals, repeat contacts, thresholds, complaints, audits, step-up/step-down pathways and current Early Help performance. Produce a baseline assessment report identifying strengths, gaps and emerging themes.

Resident, Partner and Community Engagement Programme Delivered: Complete engagement with children, young people, parents/carers, schools, health partners, faith groups, VCS organisations, community safety teams, Place services and other council departments. Produce a consultation findings report evidencing diverse representation across Harrow communities

Review of Youth Services, Community Assets and Funding Opportunities Completed: Assess current Youth Services provision, community venues, faith and voluntary sector capacity, grant funding opportunities, social value contributions and partnership resources. Identify opportunities for enhanced preventative provision and improved borough-wide accessibility.

Future Early Help and Youth Services Options Appraisal Produced: Develop and evaluate service delivery options aligned to Families First reforms, SEND reforms, NHS changes and place-based working. Include staffing structures, governance models, costs, partnership arrangements, risks and benefits.

Draft Recommendations and Future Operating Model Presented: Produce a draft report containing proposed Early Help and preventative Youth Services offer, pathways, thresholds, anti-racist practice recommendations, governance arrangements, data requirements and implementation priorities. Present findings to senior leaders and key stakeholders for feedback.

Final Review Report and Implementation Roadmap Approved: Deliver final evidence-based review report and implementation plan including SMART recommendations, future service structure, partnership framework, community access model, performance measures, funding opportunities and transition priorities. Obtain sign-off through Children's Services governance arrangements.
