Purpose of Job: Project Support Officer

Project Support Officer To be responsible to the Parking Design and Improvement Manager

To be responsible for the creation and ongoing administration of major capital schemes and projects from inception to completion. Schemes will vary in types and complexity across all transport theme types.

• To be responsible for all contractual and financial issues in the life of a project or programme. This will include performance monitoring, quality checks, risk management and escalation of issues.
• Ensuring the progression of all works in full compliance with all relevant legislation.

Main Duties: Project Support Officer

• To prepare procurement documents and assist in the management of design resources and work contractors.
• To provide comprehensive and senior level support to project managers with the management of projects, maintaining and setting up excel spreadsheets to record and report on the performance of each project.
• To produce and ensure that all projects have the necessary compliance documents completed and maintain these throughout the life of the project (PIDs, Risk Register, Project Plan, EQIA)
• To provide project support in all areas and to organise and attend site meetings. To carry out actions and escalate issues to the relevant Project Manager
• To interpret and understand project plans and attend sites to check that work has been carried out in accordance with the specification of the project.
• To ensure purchase orders are raised, to maintain budget records and to process invoices for payment in line with our financial processes.
• Keep track and monitor the agreed specification and drawings, updating with any agreed changes and raising any concerns with the relevant project manager
• To write decision reports to gain approval for the project to proceed, including seeking legal and finance comments. This includes decision reports such as Scheme and Estimate Reports for authorisation by the Director. To understand the Councils decision making process.
• Use a wide range of computer software including Project management software and CAD related to the job function to record progress and monitor budget spend
• Manage post Completion Reviews process on all relevant projects and feedback the findings in support of a continuous improvement culture, and to enhance customer experience.
• To attend and manage communication with the Programme Board to maintain accurate high quality reporting of projects and programmes of work.
• Undertake tasks in accordance with relevant legislative and professional developments and changes.
• To contribute to the preparation of reports on a variety of design and technical matters and advise Committees, public meetings and working parties as required.
• Monitor and control project and programme expenditure including authorising payments and follow change control procedures.
