We are seeking an experienced Programme Manager with a strong background in Business Process Outsourcing (BPO), multi-supplier programme delivery, vendor management and large-scale transition and transformation programmes.

The successful candidate will have significant experience managing complex programmes within large organisations, ideally within the public sector, overseeing the delivery of people-focused software and technology solutions across multiple suppliers.

You will be responsible for providing strategic direction, programme oversight and consistent management across multiple interdependent projects, ensuring alignment with organisational objectives, commercial commitments and delivery milestones.

A key aspect of the role will involve managing a third-party SaaS vendor's delivery as the prime contractor or master vendor into a client environment, ensuring effective supplier coordination, contractual governance and successful programme execution.

Key Responsibilities

  • Lead and manage complex, multi-workstream programmes, ensuring delivery against agreed objectives, budgets, timelines and quality standards.

  • Oversee large-scale BPO programme delivery, including transition, transformation and implementation activities.

  • Manage third-party SaaS vendors and multiple suppliers, ensuring effective coordination and accountability across the delivery landscape.

  • Act as the prime contractor/master vendor interface, managing supplier performance and ensuring contractual obligations are met.

  • Develop and maintain integrated programme plans, milestones, resource forecasts and delivery schedules.

  • Establish and maintain effective programme governance, including change control, milestone tracking, risk management and reporting.

  • Manage programme budgets, resource allocation and commercial considerations.

  • Identify, assess and mitigate programme risks, dependencies and issues, implementing appropriate recovery and rectification plans where required.

  • Work closely with client executives, operational stakeholders, technology vendors and delivery partners to maintain alignment and drive successful outcomes.

  • Coordinate delivery across software vendors, Oracle integration teams, change management and training partners.

  • Ensure programme scope, objectives, deliverables and responsibilities are clearly defined and documented.

  • Provide regular programme updates, management information and status reports to senior stakeholders.

  • Support and develop programme management team members, promoting consistent delivery standards and effective collaboration.

  • Maintain oversight of programme documentation, contractual commitments and supplier performance.

Essential Experience & Skills

  • Significant experience delivering Business Process Outsourcing (BPO) programmes, ideally within the public sector.

  • Proven experience managing large-scale, complex, multi-supplier programmes within a large organisational environment.

  • Experience managing a third-party SaaS vendor's delivery as a prime contractor or master vendor.

  • Strong background in large-scale transition and transformation programmes involving people-focused software and technology.

  • Experience overseeing Oracle HCM and Oracle Integration Cloud (OIC) implementations or equivalent enterprise software integrations.

  • Demonstrable experience in programme and project management, including integrated planning, execution and governance.

  • Strong commercial and vendor management experience, including contractual milestones, change control, supplier performance and subcontractor obligations.

  • Experience managing senior client stakeholders, software vendors, technology partners and operational users.

  • Excellent risk, issue, dependency and resource management capabilities.

  • Strong written and verbal communication skills, with the ability to produce clear, concise programme reporting.

  • Typically 8+ years' relevant industry experience, including at least 3 years in a similar programme management position.

  • Experience working with public sector, secure or high-profile clients.

  • Ability to obtain CTC / NPPV clearance
