About The Job
The main duties and responsibilities of this role are:
- Setting strategies, policies, standards, and practices to ensure compliance between business strategies, technology strategies, and enterprise transformation activities.
- Ensuring that existing and planned solution components are compatible with relevant architectures, strategies, policies, standards, and practices, considering requirements for security, privacy, and testing of solutions.
- Providing guidance and risk-based governance to support solution implementation, including managing requests for changes and deviations from specifications.
- Managing the design of solutions and services to mitigate the risk of failure, which would limit the Council's ability to deliver services and have serious consequences regarding resident wellbeing, unplanned financial expenditure, and reputational damage.
- Overseeing the development and support of applications, ensuring they are designed with the user at the centre and meet the highest standards of quality and functionality
- Leading the delivery of technical innovation to the advantage of the Council by capturing and prioritising market and environmental trends, business strategies, and objectives, and identifying the business benefits of alternative strategies.
- Leading the development and selection of appropriate design standards, methods, and tools, ensuring they are applied effectively and that all work is documented using the appropriate standards, methods, and tools.
- Inspiring the confidence of the highest level of management in the ability to deliver an efficient and effective service within agreed time and cost constraints.
- Working with other members of the Senior Management team to identify risks, coordinate risk assessment, manage agreed actions, and monitor the status of risks on an ongoing basis.
- Leading, motivating, and inspiring team members, facilitating dialogue regarding expectations, progress, performance, and development needs.
Experience:
The ideal candidate will possess:
- A degree or equivalent work-related attainment or experience.
- Experience in leading the development and implementation of policy and strategy.
- Deep expertise in their specialism(s) and an understanding of impact on the broader business and wider customer/organisation.
- Strong leadership skills and the ability to manage and mitigate organisational risk.
- Excellent communication skills, capable of articulating business objectives to both technical and non-technical audiences.
