Job Summary

Are you an expert in developing high quality management information systems or providing analytical or modelling insight? If so, HM Land Registry (HMLR) has a fantastic opportunity to join the Finance and Business Services (FaBS) Directorate as a Senior Executive Analyst.

In this role you will use your expertise to help deliver a strong analytical and modelling function to champion the use of data to drive continuous improvement across HMLR. By working effectively with the G7 Team Lead and leadership at all levels of the organisation, you will develop management information systems and provide high quality analytical or modelling insight to support senior decision making.

Supported by a highly engaged senior team, in both roles you will use your expertise to provide analytical insight for HMLR. This will be achieved by developing high quality management information systems, or through statistical analysis and modelling.

You will build on existing work in the analytical space. You will make full use of existing data and develop new data flows to provide high quality analytical or modelling insight, champion analytical best practice by utilising different analytical or modelling techniques and helping establish a strong QA culture, and utilise your understanding of different data structures and relevant programming skills to interact effectively with the MI database.

Acting as the senior analyst for complex analysis or modelling relating to a specific area, you will provide high quality insight to a variety of stakeholders; ensure projects are well managed and fully documented, prioritising urgent tasks appropriately whilst managing stakeholder expectations; and communicate analysis and its context with impact to different (often non-analytical) audiences.

You will also be responsible for leading and developing your highly skilled analytical sub-team, ensuring your team have the right skills and tools to deliver high quality analytical or modelling insight.

Person specification

To be successful in this role you must have relevant skills, knowledge and application of Operational Research (OR) techniques data science or data analysis techniques; and/or relevant qualifications to allow ‘badging’ to join GORS (Government Operational Research Service), GSS (Government Statistical Service or GDS (Government Digital Service).

You will have experience of developing Management Information reports or analytical or modelling insight and an understanding of coding, along with knowledge of analytical and problem solving techniques.

There are two roles available. You can apply for either or both roles. To be successful for the Performance Reporting role, you should have experience of using complex data to build dashboards or performance reports that provide insight. To be successful for the Model Development role you should have experience of statistical analysis or model development.

For both roles, you will have a proven track record of presenting evidence and communicating complex analysis with impact to support decision-making; and experience of line management or developing others to increase skills and team flexibility.

You will have demonstrable experience showing your ability to prioritise work and manage projects effectively against a changing strategic background with limited resources, while managing stakeholder expectations; and experience of analytical quality assurance under time and resource pressure.

Where an individual taking up the responsibility will be based in Swansea Office, the ability to speak Welsh is desirable.
