The Opportunity HR Business Partner
Westminster City Council is seeking an experienced Human Resources Business Partner to provide strategic HR leadership and support to senior managers across the organisation.
Working closely with Directorate Leadership Teams, you will play a pivotal role in shaping workforce strategy, organisational change, employee relations and talent development. This is an exciting opportunity for an experienced HR professional who can operate as a trusted advisor, influence senior stakeholders and drive transformational people initiatives across a large and complex public sector environment.
This role reports to the Head of HR Business Partners and Employee Relations and offers the opportunity to contribute directly to the delivery of Westminster's strategic priorities and public service reform agenda.
Key Responsibilities HR Business Partner
Partner with senior leaders to develop and deliver workforce strategies aligned to business objectives.
Provide expert HR advice and guidance on organisational redesign, workforce planning and transformational change programmes.
Lead and support complex employee relations matters, ensuring effective and legally compliant outcomes.
Coach, support and challenge managers to improve leadership capability, performance and employee engagement.
Support the delivery of talent management, succession planning, workforce development and performance improvement initiatives.
Build strong partnerships with Trade Unions and lead consultation and negotiation activities where required.
Analyse workforce data, identify trends and provide evidence-based recommendations to support decision-making.
Contribute to organisational development initiatives that strengthen culture, performance and employee experience.
Work collaboratively with Finance and Directorate colleagues to ensure workforce planning supports budgetary requirements and service priorities.
Ensure compliance with employment legislation, HR policies and corporate governance requirements.

About You HR Business Partner
You will be a commercially aware and strategically minded HR professional with significant experience operating at Business Partner level within a large, complex organisation.
You will have a track record of influencing senior leaders, delivering organisational change and developing practical HR solutions that support operational and strategic goals.
You will combine strong relationship management skills with sound HR expertise, enabling you to challenge constructively, build credibility quickly and drive positive outcomes.
Essential Requirements
Significant experience as a Human Resources Business Partner or equivalent senior HR role.
Experience supporting senior leadership teams within a large and complex organisation.
Extensive experience leading workforce elements of organisational change programmes.
Strong understanding of employment law, HR best practice and workforce strategy.
Experience managing Trade Union relationships, consultation and negotiation processes.
Knowledge of TUPE, organisational redesign and redundancy programmes.
Experience of workforce planning, benchmarking and data-driven decision making.
Excellent stakeholder management skills with the ability to influence at all levels.
Strong analytical, communication and presentation skills.
Proven ability to coach and develop managers to improve organisational performance
.
Qualifications HR Business Partner
CIPD Level 7 qualified or equivalent professional HR qualification.
Alternatively, demonstrable equivalent experience within a Human Resources environment.
