SEND Reforms Programme and Transformation Lead

Based in London, hybrid working

Inside IR35

Length: 3 months initially

We are looking for an exceptional SEND Reforms Programme and Transformation Lead to provide strategic leadership for the delivery of the Experts at Hand (EAH) programme across the schools and localities.

The role will be central to translating the national SEND reform agenda into a sustainable local model, aligned with our Family Hubs, Early Help, Early Years and wider SEND transformation and sufficiency strategies.

Key Responsibilities:

  • Lead the development and implementation of the Experts at Hand model
  • Translate national SEND reform priorities into a coherent, scalable and locally responsive delivery model
  • Provide strategic and operational leadership for inclusion support functions, clusters and locality delivery
  • Build strong partnerships across education, health and local authority services
  • Oversee the mobilisation and phased implementation of the EAH service, ensuring consistent and equitable delivery across localities
  • Develop a preventative, intelligence-led approach using data to understand demand, identify emerging needs and target resources effectively
  • Establish performance frameworks that demonstrate impact, improved outcomes, reduced escalation to statutory services and value for money

Key Requirements:

  • Significant senior leadership experience in SEND, education, children's services or health
  • Proven experience of leading complex, multi-agency programmes, transformation programmes or significant system change
  • Strong knowledge of SEND legislation and the current SEND reform agenda
  • A strong understanding of early intervention, inclusion, locality-based approaches and Family Hub models
  • Strong programme management, mobilisation and change management expertise

A postgraduate qualification in education, health or a related discipline is desirable. Equivalent experience and knowledge demonstrating the required level of expertise will also be considered.
